Hungary Payroll & Employment Guide
This guide is for employers hiring through a local entity in Hungary and teams managing multi-country payroll. It explains the general private-sector framework as at 16 October 2026. Collective agreements, working-time arrangements, employee status, family reliefs and the foreign-worker category can change the result.

The opening summary of each chapter is below. Full text, tables and rates are in the PDF.
Company Formation and Business Environment
Employer structure, registrations and the contract layer.
The Kft. is Hungary's common limited-liability form. Formation requires Hungarian-law company documents, local registrations, a tax number, banking and access to electronic administration. Company registration and operational payroll readiness are separate workstreams.
Working Conditions and Leave Entitlements
Working time, leave and periodic payment rules.
Standard full-time work is 8 hours/day and 40 hours/week. Under a working-time frame or irregular schedule, planned time can reach 12 hours/day and 48 hours/week. Rest and averaging limits still have to be protected.
Tax and Social Security
Income tax, contributions and social security parameters.
Personal income tax on standard employment income is flat-rate. Social security contribution is withheld from the employee and social contribution tax is paid by the employer. Family and maternity-related reliefs enter payroll only through the employee's declaration and eligibility evidence.
Payroll Operations
Payroll calendar, filings and record obligations.
Pay is calculated at the end of the pay period and paid by the 10th day of the following month. By the payment date, the employee should receive a payroll statement explaining gross pay, supplements, deductions and net payment. The monthly tax and contribution return is generally filed with NAV, and paid, by the 12th day of the following month.
Hiring and Termination
Onboarding, contracts, notice and termination controls.
The employment contract must be in writing and identify the parties, base salary and role. The workplace, working arrangement and benefits should be clarified through the required written information. Registration is completed before actual work begins.
Wages and Benefits
Pay floors, additional payments and benefits.
From 1 January 2026, the general monthly minimum wage is 322,800 HUF. The guaranteed wage minimum is 373,200 HUF for roles requiring at least an intermediate vocational qualification. The test follows the formal job requirement, not merely the employee's diploma.
Visas and Work Permits
Local hiring, foreign workers and mobility rules.
EU, EEA and Swiss nationals may work under free movement, although residence and registration formalities remain. For a third-country national, the route depends on nationality, role, employer and purpose of stay.
Practical Notes and Compliance Risks
Controls before first payroll and throughout the operation.
A common Hungarian payroll risk is conflicting information across the employment contract, NAV registration, time data and immigration permit. Before the employee starts, verify identity, tax, social security, bank, role and workplace in one data record.
Incentives and Employer Support Schemes
2026 employer support and conditional incentive schemes.
An employer social contribution tax relief is available for an eligible labour-market entrant. It is not automatic. Prior insured days, nationality scope and the payroll return must be verified.
This guide is for general information only; it is not legal advice or a complete statement of the law. The content reflects the legislation in force when it was prepared, and legislation changes. Always take country-specific professional advice on a concrete case.
