What's in the guide
9 chapters, 10 pages
The opening summary of each chapter is below. Full text, tables and rates are in the PDF.
Company Formation and Business Environment
Employer structure, registrations and the contract layer.
Foreign investors commonly use an OOD limited liability company or single-member EOOD. Formation is handled through the Commercial Register and Register of Non-Profit Legal Entities at the Registry Agency. The EIK company number is the core identifier for tax and social-security processes.
Working Conditions and Leave Entitlements
Working time, leave and periodic payment rules.
Normal working time is 40 hours a week and 8 hours a day. Under aggregated working-time arrangements, a shift may reach 12 hours and the workweek 56 hours. Uninterrupted daily rest is at least 12 hours and weekly rest is generally 48 hours.
Tax and Social Security
Income tax, contributions and social security parameters.
Employment income is generally subject to a flat 10% income tax. The tax base takes account of the employee's mandatory insurance deductions and eligible statutory reliefs.
Payroll Operations
Payroll calendar, filings and record obligations.
Payroll is prepared monthly. The employer withholds income tax and employee contributions, adds employer contributions and submits the NRA declarations for the period. Tax and insurance payments are generally due by the 25th of the following month.
Hiring and Termination
Onboarding, contracts, notice and termination controls.
The employment contract must be in writing and signed before work starts. The employer reports the contract to the NRA within 3 days and gives the worker copies of the signed contract and registration notice before work begins. Probation is capped at 6 months.
Wages and Benefits
Pay floors, additional payments and benefits.
There is no general statutory 13th salary obligation in the private sector. Bonuses, meals, transport, private medical insurance and other benefits may arise under the contract, internal policy or collective agreement.
Visas and Work Permits
Local hiring, foreign workers and mobility rules.
EU, EEA and Swiss citizens have free access to the labour market. For a third-country national, the general route requires a local employer, labour-market test and combined residence and work permit.
Practical Notes and Compliance Risks
Controls before first payroll and throughout the operation.
The main Bulgarian payroll risks in 2026 are euro conversion, the mid-year change to the maximum insurance base and the employer contribution that varies by activity risk. Do not load the parameters as one fixed annual rate.
Incentives and Employer Support Schemes
2026 employer support and conditional incentive schemes.
The 2026 National Employment Action Plan and national programmes provide targeted support for training and hiring unemployed people. Eligibility varies by candidate group, region, employer status and application order.
This guide is for general information only; it is not legal advice or a complete statement of the law. The content reflects the legislation in force when it was prepared, and legislation changes. Always take country-specific professional advice on a concrete case.
