What's in the guide
9 chapters, 11 pages
The opening summary of each chapter is below. Full text, tables and rates are in the PDF.
Company Formation and Business Environment
Employer structure, registrations and the contract layer.
Foreign investors may use a limited liability company, joint-stock company, branch or representative office. State registration follows a single-window model that combines justice, tax, statistics and Social Fund registration in one process.
Working Conditions and Leave Entitlements
Working time, leave and periodic payment rules.
Normal working time may not exceed 40 hours a week. Overtime is paid at no less than 1.5 times for the first 2 hours and no less than 2 times for later hours. At the worker's request, equal or longer rest may replace the premium.
Tax and Social Security
Income tax, contributions and social security parameters.
Employment income is generally subject to 10% income tax. Eligible personal and standard deductions must be assessed together with the statutory average-wage base rule.
Payroll Operations
Payroll calendar, filings and record obligations.
Legal-entity employers pay salary in KGS and by cashless method. Salary is paid at least 1 time a month. The employer keeps the employee register current, calculates income tax and social contributions and reports through the authorised systems.
Hiring and Termination
Onboarding, contracts, notice and termination controls.
The employment contract is in writing. Based on the signed contract, the employer issues a hiring order within 3 days and informs the worker against signature. Probation is generally 3 months and may be up to 6 months for roles such as managers and chief accountants.
Wages and Benefits
Pay floors, additional payments and benefits.
There is no general statutory 13th salary obligation in the private sector. Bonuses, meals, transport, housing and health support may arise under the employment contract, collective agreement or employer policy.
Visas and Work Permits
Local hiring, foreign workers and mobility rules.
A unified permit system has applied to foreign workers since January 1, 2025. The work visa and work permit are handled through one eVisa portal process. Foreign-labour hiring remains subject to annual quotas.
Practical Notes and Compliance Risks
Controls before first payroll and throughout the operation.
A key Kyrgyzstan payroll risk is confusing the KGS 3,280 minimum wage with the regional average-wage base used for tax and contributions. They serve different purposes and are not one payroll parameter.
Incentives and Employer Support Schemes
2026 employer support and conditional incentive schemes.
In Section 9, the 2026 Social Contract programme allows an eligible entrepreneur hiring one officially unemployed person to receive a non-repayable KGS 150,000 job-creation grant. One entrepreneur may apply for up to 5 people.
This guide is for general information only; it is not legal advice or a complete statement of the law. The content reflects the legislation in force when it was prepared, and legislation changes. Always take country-specific professional advice on a concrete case.
