Italy Payroll & Employment Guide
Italian payroll is not governed by national legislation alone. The applicable national collective bargaining agreement, or CCNL, directly affects pay floors, job grading, overtime premiums, additional salary payments, probation and notice. The correct CCNL and employee level must therefore be established before the first payroll run. In 2026, national income tax operates through three main bands. Social security varies by the employer's activity code, employee category and applicable insurance funds. A single “Italy employer contribution” percentage is not reliable. This page identifies the fixed national rules and clearly marks the items that require sector or CCNL confirmation.

Employer Structure & Contract Framework

Employment in Italy may be run through a local company, a branch or another appropriately registered employer model. An Employer of Record can be assessed where hiring is planned without a local legal entity. Employer, corporate tax and permanent-establishment consequences still need a separate review.
Working Time & Leave
Hour limits, annual leave and family rights.
The national framework treats 40 hours as the standard working week. Including overtime, average weekly hours may not exceed 48 over a four-month reference period. A CCNL may set shorter normal hours and different overtime premiums.
Tax & Social Security
2026 IRPEF bands and the INPS approach.
The employer withholds IRPEF and employee social contributions from pay. It adds employer contributions and remits the total through F24. Regional and municipal surtaxes can also apply based on the employee's residence.
Payroll Operations
Monthly payroll, F24 and UNIEMENS timing.
Italian payroll generally runs monthly. The payslip should provide an auditable record of gross pay, deductions, contributions, net pay and leave balances. The salary payment date and the tax and social security calendar must be managed separately.
Hiring & Termination

The new-hire filing is generally made through UNILAV before the employee begins work. Contract grade and CCNL matching matter not only for pay, but also for probation and notice.
Pay & Benefits
CCNL pay, additional salaries and benefit checks.
Italy has no single statutory minimum wage that applies to every employee. The pay floor is determined through the applicable CCNL and the employee's grade. Pay should not fall below the relevant contractual minimum.
Work Permits & Mobility
EU nationals, third-country nationals and the 2026 single-permit framework.
EU, EEA and Swiss nationals may work under free-movement rules. Third-country nationals require an assessment based on their role and permit category.
Practical Checklist

Is the correct employer structure and tax registration in place? Are the activity code and INPS and INAIL positions open? Has the applicable CCNL and employee grade been verified?
Incentives & Employer Support
Target-group contribution relief and the offset conditions.
Italy has no general contribution reduction covering every employer. Support is tied to target groups and is limited by both duration and a monthly cap. The standard employer INPS burden is 29% to 32% of gross. An eligible scheme can reduce that burden to zero within the cap, while the INAIL premium stays outside the exemption.
