German payroll combines wage tax with four main social insurance branches in the same monthly process. The employer obtains the correct tax class from electronic ELStAM data, reports social insurance status through the employee's health insurance fund and pays contributions by the statutory deadlines. The gross hourly minimum wage is EUR 13.90 in 2026. Social security ceilings and income tax parameters have also increased. Payroll cost is not limited to gross pay and headline rates. The Working Time Act limits normal daily working time to eight hours. Daily time can rise to ten hours if it returns to an average of eight hours within six calendar months or 24 weeks.
