Slovenia Payroll & Employment Guide
This guide is for employers hiring through a local entity in Slovenia and teams managing multi-country payroll. It explains the general private-sector framework as at 16 October 2026. Collective agreements, sector, employee status, tax residence and the foreign-worker category can change the result.

The opening summary of each chapter is below. Full text, tables and rates are in the PDF.
Company Formation and Business Environment
Employer structure, registrations and the contract layer.
The d.o.o. is Slovenia's common limited-liability company. Eligible standard formations can be completed through the SPOT system. Company registration, tax records, banking, beneficial ownership and employer social-insurance readiness should be managed in one launch plan.
Working Conditions and Leave Entitlements
Working time, leave and periodic payment rules.
Full-time work is generally 40 hours/week and, as a rule, not set below 36 hours/week. Working and rest time must be recorded. Overtime is an exception subject to statutory conditions, not a routine scheduling method.
Tax and Social Security
Income tax, contributions and social security parameters.
Slovenia applies progressive personal income tax to employment income. A separate 1% long-term care contribution for the employee and employer was added to the standard social-insurance components from 1 July 2025.
Payroll Operations
Payroll calendar, filings and record obligations.
Salary is paid by the 18th day of the month following the pay period. For every payment, the employee receives a written payroll statement showing pay components, contributions, tax and net pay. The employer also provides an annual tax and contribution summary by 31 January of the following year.
Hiring and Termination
Onboarding, contracts, notice and termination controls.
The employment contract is made in writing and should cover the role, workplace, start, working time, base salary, leave and notice information. A fixed-term contract should generally not exceed 2 years for the same work, and the statutory exception should be documented.
Wages and Benefits
Pay floors, additional payments and benefits.
From 1 January 2026, the monthly gross minimum wage is 1,481.88 EUR. Minimum wage is a statutory payment floor distinct from contractual base salary. Specified supplements and expense reimbursements cannot be counted inside it.
Visas and Work Permits
Local hiring, foreign workers and mobility rules.
EU, EEA and Swiss nationals may work under free movement, although residence registration remains. Third-country nationals generally use a single permit combining residence and work rights.
Practical Notes and Compliance Risks
Controls before first payroll and throughout the operation.
A common Slovenian payroll risk is omitting long-term care from contribution totals or showing different periods in payroll, REK and bank records. Create one employee data record before the start date.
Incentives and Employer Support Schemes
2026 employer support and conditional incentive schemes.
Zaposli.me 2026 can provide a monthly subsidy for hiring eligible registered unemployed people for at least 12 months. The amount depends on the target group, and the employer's ESS agreement must be in place before employment.
